Not even together the the Alt key? Or with Fn Ctrl F2?
Could this be a translation issue? Probably not, the Chinese translation does look correct in that respect as far as I can tell.

Oh，First I input “ fn ctrl f2”，then I click F，but it doesn't open “File” Menu，
I think this letter has not effect.
