note-on events in midi files genertated with musescore

Is it true that for each standard midi file generated with musescore, every note has two note-on events, one at the beginning tick of the note and the other on at the end?

As far as I know, this is standard for MIDI files, not just from MuseScore - a note on with a non-zero velocity to start the note, zero velocity to end the note (equivalent to a note off).
Indeed as Marc says, that is the case.
A note on with a velocity of 0 is regarded as a note off message.
This is done in order to maintain Running Status, and so save bandwidth.
