Volta, repeats,etc.
Okay, I don't see why this doesn't work. The voltas have the correct text and I increased the repeat count on measure 20 to 3. All the documentation I can find says that this should play 1-20, 2-20, and then 2-19 21-etc. Instead, it plays 1-20,then 2-19 and then plays 21-end. without doing the requested repeat of 1-20/2-20. Any help would be appreciated. Thanks.

You got the measure set correctly to repeat three times, but did not get the "Repeat list" set correctly on the volta. Select Volta "1,2" and inspect its Properties. In the Properties tab, under Volta / Style, the first item is Repeat list. I have set this to "1,2" which makes that volta play on both the first and second repeats. You had it set to only "1", which meant that it played only on the first repeat, which made it skip the entire third repeat because it never reached the repeat sign that second time around.
