Repeat from Segno does not follow voltas

In this sheet https://musescore.com/infojunkie/taaleeli-ya-batta, the "D.S. al Fine" correctly returns to Segno, but this second time, the prima voltas are never replayed - only the seconda voltas.

Is this a known convention in music notation or a bug in the software?
