outdated translations should show this directly on the top of page

on top of the page rather than hidden under the edit tab and with a link to the english original for reference (the latter in a similar manner the 1.x handbook pages point to 2.0 handbook pages).

Currently the 'outdated' status is only shown on the Translation tab, and this is only visible to translators, not to 'mere mortals'

This is for type 'Page' and 'Book 2', at least. For "Book 2" this probably should only apply to the online HTML manual, not the PDF version.

I'd like to see a (translated!) text on the top of the page "This translation is outdated, see the [English version](link-to-english-version) for reference" if and when a page got flagged as being out-of-date
