When you write the last note of a page, MuseScore jumps immediately to the first line of the next page, so you can continue writing. This is supposed to be a help but not a good idea to my opinion, because you have generally other things to write before jumping to next page.

You can avoid this by using the continuos mode, at least during note entry.
Other than that this most probably is by design.
It's definitely by design. Whether or not you might want to do something in a measure after entering the last note is very subjective - sometimes you might, often you don't, and MuseScore cannot possibly know if you do or not. Whichever MuseScore guesses is going to eb right sometimes, not other times. Not sure why you would say you "generally" have other things to do; this should be relatively uncommon unless maybe you only write piano, guitar, or choral music where it might be disproportionately common. Anyhow, this is indeed the problem that Continuous view solves.
