"Format > General" window is too big and is not fully user-resizeable

See attached score. The "Format > General" window defaults to a very large size (even bigger than 2.0.3). It can only be reduced in size to a limited extent. It is important this window always opens at the size last set by the user, otherwise it can obscure the whole score and reduce the utility of the window for making on-the-fly adjustments.
