4/4 and cut time not considered equivalent

1. Open attached score
2. Change it to cut time (drag and drop or double click to apply the new time signature)

Result: All repeats are reset to normal barlines
Expected Result: Repeats remain in effect, as the time signatures are equivalent.
Changing between 'C' and '4/4' however works as expected (so those are 'real' equivalents)

Assumed culprit: not fully checking whether the new and old time signature are mathematical equivalents; resulting in recreating all measures.
Changing them in the opposite direction (from cut to C or 4/4) has an identical effect.

Related note: system breaks are removed as well, but this is to be expected as the time signatures are not considered equal, as confirmed in #34076: Don't eliminate layout elements upon some cases of time signature change
