Question about "Master Effects"
Is it right to assume that the effects in the Synthesizer Master Effects are applied in series, i.e. Effect A --> Effect B?

Yes. See https://github.com/musescore/MuseScore/blob/82a79cba6df220133ccdb68db28…
Would it be more accurate to call the "Synthesizer" panel "Virtual Instruments" or "Sounds"?

I don't think so. "Synthesizer" is the most accurate name I can think of, certainly more so than either of those.

I would assume the Fluid and Zerberus tabs could in isolation be called MuseScore's sampler, but do the Effects and Tuning fit with that?

A sampler is a device that *records* samples. A device that plays back samples at specified pitches is normally considered a form of synthesizer - that term long ago stopped meaning only devices using additive etc.
