Tambura seems to be a generic name for a lot of different instruments. See https://en.wikipedia.org/wiki/Tamburica
MuseScore currently include 4 different tamburas, Prima, Brač, Čelo and Bugarija. What kind of tambura are you missing exactly? How would it be notated? tuned?
I'm guessing he means the Indian drone instrument aka "tamboura" or "tanpura", which is rather different from what that page shows - larger, less tunable, no frets. See https://en.wikipedia.org/wiki/Tanpura. Except that there really is no notation for this instrument - the strings are normally just plucked over and over again to provide a drone with no specific notation as to which string to pluck when - and as noted, there are no frets, so it can only play the notes it is tuned to (typically three different pitches).
In any case, since General MIDI includes no sound for this, you would need to find your own soundfont to provide the sound, and then if you really wished to notate music for this instrument - which is actually not normally done, even to the extent Indian music is notated at all - you could simply use a plain bass clef staff.
