How about adding to the contextual menu an option to make anything dotted. ties, slurs, note heads, bar lines, etc, similar to how these items are made invisible. Editorial pedal markings are also sometimes handled this way.
No way that I know of. MuseScore 0.9.4 is outdated by the way. You can install a stable (0.9.5) or beta version of 0.9.6 from the PPA. See [[nodetitle:Download]]
I am a virtual novice at things Ubuntu and Linux. I've been trying to get the 0.9.5 or 0.9.6 version, but I've not been able to decode the crazy instructions on the "Overview" and on the help site. I think that I've done things right, but nothing is upgrading, even though I've established a PPA and put the two lines in my software sources. Using Jaunty.

Dotted slurs and ties have been implemented in r2015 and will be in next prerelease/nightly build
I'm using Jaunty and MScore 0.9.4
Any way to get those dotted slurs in Ubuntu and 0.9.4? I cannot find a "Slur Properties" on a right click menu. *^(

Dotted slurs are implemented for version 0.9.6. Version 0.9.6 is not released yet but there are prereleases available as Lasconic mentions above

I do not have first-hand experience with Jaunty, but have you tried following the instructions on the "Read about installing" link at:

Click on the slur or tie (you can use Ctrl-Click to select more than one). In the Inspector, click "Line type" and select "Dotted" or "Dashed".
