Can you explain more what you mean here? The time signature you specify in the "create new score" wizard is automatically generated at the beginning of every score, you don't need to do anything special to prevent errors. There is no way to get out of that wizard without specifying a time signature. And if you change you mind later and wish to use a different timer signature, adding it to the beginning automatically adds it to all staves.
If however you have a score that was previously corrupted and has somehow lost its time signature, then adding a new time signature could indeed be a way to fix it. Maybe that's what you meant?

He could have inserted a local time signature. You know how many problems that can cause.

Yes, unfortunately. But even more unfortunately, adding a new global time signature isn't particularly likely to fix those problems. For one thing, there is a good chance you'll be greeted by an error measure that you can't do the change because the measures aren't empty. And for another, there is also a very good chance the corruption won't be fixed by his.
The case I know of where you can end up with no time signature at the beginning of a score is in the case of certain types of corrupt scores created in and then imported from 1.3.

I use score scan from Photoscore and for long time when there is error at the opening, I just ignore it . It seem like it play well even without correcting the error and I really dont know how to correct the error. I dont even know it the Times Signature's errors. My scores normally use two type of brackets. So by inserting Times signature into both bracket, it solved the problem.
