The voltas go to wherever you place them. If you want them to go to the top, drag them there.

True, but one might think they should work like System Text - automatically displaying above the top staff in the score no matter wat staff you are actually on when placing them. Instead, they do have to be placed manually. Not exactly a bug, but an opportunity for enhancement, I'd say.

Agreed. This would make a nice improvement. I will create a feature request.
