As the title says, allow placement of measure numbers below the staff instead of above it.
Two cases here, one is the simpler "all measure numbers appear below the staff", which could be a setting in the style. The second case is "allow the user to set 'measure number below the staff' for individual measures", for example to avoid a particular rehearsal marking.
This can help avoid collisions with rehearsal markings, although it raises the possibility of collisions with below-the-staff elements. As this would be user-configurable, and most elements can be adjusted manually anyway, I don't think it would be a huge problem.

In 2.x just change text style for measure numbers, vertical offset from -2 to 8.
That makes it appear below the (top) staff, but not neccessarily below thesSystem (i.e. below the bottom staff, if there is more than one staff to the system)
A viable workaround, but it would still be more useful to have an obvious checkbox or something.
And even as a workaround it only works for single staff systems. So yes, an option above/below system would be nice
Maybe not an exact duplicate of #203026: Centered Measure Numbers, but as far as I can fixed along with the fix for that
Add Measure number inspector, providing the ability to place measure numbers above and below the staff, but also left, centered, and right.
