Barline rest
I wanted to make the playback rest before playing the next section in a piece, so I did a little looking and then added a fermata to the barline, as shown. However, on playback, there still isn't a rest. Any way of doing this I'm missing, or-?

Place a breath mark at the end of the preceding measure.
Or, make the preceding measure just a little bit longer than the others, place the fermata over the rest then hide the rest. Adjust length of delay for the fermata in Inspector (for some reason the default is 1.00 or just the duration of the rest).
There are a couple of options. The first is to insert a section break, which will give you an option to adjust the pause length in the section break properties along with a few other items. There are also some option in the inspector for a section break.
Select the fermat and in inspector change its time stretch property

A barline has no duration, so a time stretch of a million is still zero for a femata on a barline.

True. Section break might be the better chould, or a caesura.
I believe you want a caesura—see https://musescore.org/en/handbook/breaths-and-pauses.
