Try shift/drag - must be on empty area.
The reason it's shift+drag to select rather than plain drag is that needed to select a region is a much less common operation than needing to adjust the canvas position, so it makes sense to have the more common operation easier to access. A bit surprising / hard to discover at firs,t but once you have the hang of it, you wouldn't want it to be the more but less efficient way.
