Adding Images
So I tried adding a photo to the cover of my score right below the title, It worked, but when I go to individual parts, the image is covering the music.

Add the image to a frame (maybe you did) and add a line break to the frame or increase that frame (looks like you didn't, not for the parts at least) so the music gets pushed to the next page
Basically, as per Jojo-Schmitz - frames are the answer. Make the title frame in the main score big enough to push the music over to the next page and then insert the image into the title frame. You will still need to move the image in the Parts (down a little bit) so that it doesn't obscure the title text in them.

So I moved the title frame box down but the image still covers the parts. I am only trying to get the image on the cover of the score not the individual parts. Can I do that?

Insert a frame, then add image to the frame. Double click the edge of the frame so a box appears at the bottom middle of the frame. Drag that box down so the frame take up most all of the page. Right click the frame, select add image and insert it there.

When I try to insert a frame it says no measure selected.

Select the first measure.
So, you want an image on the score but not on the Parts? Enter the image in the score and then delete the image from the parts.

Or hide them in the parts (not sure you can delete them in parts, but keep in score)
But that is not how I read the OP's question.
