Loop Feature end flag mislocated, can't correct manually

When i select the Loop feature for playback, it puts the ending flag in the wrong place (1 beat short of the end). how can i set the flag to loop after the 4th beat to go back to the top? The Beginning flag is always (correctly) at beat 1 of the first measure
