Measure Layout Stretch
I need to force a measure onto the previous system. I have all the measures set to a layout stretch of 0.00; also I have the measure spacing set to 1.000. Is there anything else I can do to make just the one measure small enough to fit on the previous system or else force it to move?

I selected all first notes in these measure (I used the alto line because 1 line affects all lines) and changed the leading space to -1.5. It seemed to work. With your previous changes in leading space it still seems to be readable. A couple of words are very close to one another. This gives you a little bit of room to spread out a few of the words.

Menu Style => General => Measure => Minimum note distance = 0.10 sp
Menu Layout => Page Settings => Scaling Staff space = 1.400 mm
Menu Edit => Tools => Add/Remove Line Breaks = > Break lines every 8 measures
Several, wider paper, narrower paper borders or smaller staff space setting ore just some.
As Jojo noted above: Instead of dealing with these types of solutions, you can achieve a smoother result by playing with features such as page margins, paper size, paper break, line breaks and so on.
