I am putting the second movement to Tchaikovsky's Violin Concerto into musescore. The score has german instrument names and I was wondering if anyone knows how to make the instrument names in german.

Starting in version 2.1 (maybe even 2.0.3) you can double click the instrument name and change it. This also works for the short names. Alternatively you can use https://musescore.org/en/handbook/staff-properties and change the names there.

If the issue is adding the German letters, it's easiest to use the double click method so you can press F2 while editing the name and insert the special characters.
Or change in edit->preferences... the language to German (restart MuseScore), add the instruments for your score, save your score and switch back to your default language.
FWIW, though, unless the goal is to produce a score for non-German audiences, might be better to simply use English names.

It's probably for OpenSource and they want the original language.

I was looking at the guidelines for OpenScore submissions, and don't see anything explicit about instrument names. In any case, "original" is not necessarily the relevant word here; the composer may well have written in his native tongue but then different editions may have published in different countries using different instrument names. But sure, if Peter says he wants submissions to follow the specific naming scheme used by some specific edition of some specific piece, he's the authority on that.

Here's is something written concerning the language: https://musescore.org/en/user/57401/blog/2017/09/16/openscore-creating-…
But you're right: Peter should confirm or disagree.
