Part applies the dynamic to all staves on a multiple staff instrument such as a piano. Staff is used when only one of the staves is to be affected by the dynamic on a multiple staff instrument.

And there is an enhancement request to also have this per voice, see #58031: Dynamics/hairpin range for Voice

So system would apply it to all instruments.
