Have you selected the measure and did a "Reset shape and positions?" Under the "Format" menu. Another tip is to select the measure, cut the contents (Ctrl-X) and re-paste. Good luck.
My guess (without looking at the score) is that he has a System Break, but the measures before it have increased in size so the measure with the System Break got pushed to a new system.
Sorry, poor screenshot there. I should have moved the two systems closer together and the one system farther away from the two.

Attach the score and tell us which measure is troubling you. Otherwise, you will just get many, many guesses as to what is happening.
