Is there a tap dance "Instrument" where you can notate tap dancing? Like Tap notation? If not, is there any way I can replicate tap notation/sound?

I'm not aware of any standard way to represent tap dance via normal musical notation, although I'm sure different people have cobbled together systems for doing this - a general web search might turn up suggestions. But as for getting the sound, that's just a matter of finding someone who has developed an appropriate soundfont, and then downloading and installing it into MuseScore that as described in the Handbook under "Soundfonts"
