Editing Others' Scores
I've often run across scores that are unfinished. Is it possible to finish those scores yourself? Not to be uploaded in place of the original, but to be used personally.

You can download the score from the download button
There is never anything wrong with that. If you ever want to re-upload it make sure you are not violating any copyright.
