Tempo marking questions.

While browsing some sheet music, I came across something I did not know how to interpret.
In the image, there is the initial tempo marking of 1 crotchet = 100 (bpm), easy enough to interpret.
In the second, the indication is 1 quaver = 1 quaver.
Both are from the same piece, but as I stated, how do I interpret the second one.

What underquark said, but the point is that this is a change from 4/4 to 6/8, so the beat is now 3 quavers instead of two, so the beats become longer. The other likely possibility is written (crotchet = dotted crotchet)* so the beats remain the same length.

  • Or the other way round. The equality sign is being used for what is not an equivalence relation, so confusion is likely.
