For the record, that shortcut is actually the one to "increase layout stretch" - which is to say, make a measure ever so slightly wider. The reaosn it may have actually moved all the way to the end of the page is that at some point, you stretched it just enough that it exceeded the "Last system fill threshold" set in Style / General / Page. The more straightforward way to get the desired effect is to simply reduce that threshold - then the system will be stretched automatically without worrying about creating irregular measure widths.
