Volta Poblems

This piece was originally in E minor for SATB. Now I have to make an arrangement for Male Chorus, which is ready to enter but the Voltas at the end are not working right. I reviewed everything in the Handbook about voltas. For the Organ part, I copied it from the original in e minor and pasted to the new version in F minor. However, now the original voltas, text 1.2. which work perfectly in the original, are not working. the first volta only repeats once, then skips to second volta, numbered 3. I checked out volta properties for each version, they are the same. So why doesn't the volta in f minor work right? Please see attachment. I'm not attaching the original inem.
