Adding rests before notes

I need to insert a quarter rest before the notes start in a measure. How do I insert this?

Or select the measure where you want to start, get into note input mode (press N does this), press 5 then 0 then continue entering notes and rests.

If you mean you need to insert a rest before notes in the measure already, select the measure, cut, select the whole rest, press 5, click the second rest and paste, this will move all of the notes.
