Depends on what files are stored on that DVD.
If the DVD contains MuseScore files, MusicXML files, or MIDI files, then yes, you can import that content just as if those same files were on your hard drive. But if you mean a DVD that is just video, and you want to import the music from that video, then no, that's way way way beyond what technology is currently capable of.
