Open "syllable_dash_2.3" in MS 2.3; and "syllable_dash_3.0-dev" in the nightly. The inter-syllable hyphens in the nightly are positioned too low compared to 2.x.

I confirm seeing the identical problem in a similar Windows environment. Good thing I searched before creating a new issue :)
For me lyrics dash position is identical to that in 2.3.2. That is strange. Does this problem appear always or after some specific actions? And does reset to factory settings resolve this issue?
I created a new score in the latest master and typed in lyrics. This is the score - i didn't post it because an example was already posted with the original issue.
This seems to be a Windows-specific issue, see this comment in this issue: #276566: [Windows] underline too close to (lyrics) letters. That explains why I couldn't reproduce it on my Linux system.
And there the fix/workaround is to use the command line option n-platform windows:fontengine=freetype"
or, alternatively, add to bin/qt.conf these lines:
[Platforms]
WindowsArguments = fontengine=freetype
