I understand that it can get complicated, but at the very least you should be able to paste from one local time signature into the same one somewhere else. Or maybe even something like a normal paste divides the notes as fractions of the bar and shift+ctrl+v pastes the literal note values.

This is a long standing issue that doesn't seem will be fixed in version 3 like it wasn't fixed in version 2 as seen in #88941: Crash when copy/pasting with local time signature. My guess is that the internal file format will have to be changed to fix the multiple problems, including not being able to copy or paste. The internal file format for version 3 has been frozen, so programmers will have to continue putting out fires found that can be put out without changing the file format until someone comes up with a real solution that will hopefully be implemented in version 4 whenever that comes out.
