This is in 4/4 and there are 4 and a half beats. Other than this little bug, musescore 3 is awesome!

What is the source of that score? Did you create it in version 3? If so, you probably did something to add the extra 1/2 a beat. Perhaps there is more than a percussion staff in the score?

Your screen shot shows there are more instruments attached to the snare drum. You picture also doesn't show the blue + sign indicating the measure doesn't follow the time signature. Can you attach your score before you fix it?
To get rid of the extra rest, select it and press ctrl+delete.
