To change the properties on a section break, you must right click it and select Section Break Properties. This is the only item I'm aware of that still uses the Properties dialog besides Measures and Staves, which I can't imagine eliminating.

Putting this in the inspector would make a lot of sense and add to making version 3 consistent.

I agree. For the record, there are a few others: staff text, time signature. Also bend and tremolo bar, but they "cheat" and put a "Properties" button in the Inspector. Maybe that would make a quick fix for now for the others too - more discoverable at least than right-click.
