This is used along with the subdiv to set the period of the subbeat lines in the background. If you set tuplet to 3, you'll see the background lines matching the rhythm of 3-plets for (3-plet groups that start on the beat).
You might need to zoom out to see the lines clearly.

BTW are there cases where the "pitch" control is active, or does it just show the pitch of current selection?

The pitch control just shows the pitch. That's left over from the original design.

The info you have there seems to be correct, although a lot is missing regarding how the user can interact with the note area, bar graph area and the keyboard to the side. There were also a few spelling errors.
You might want to take a look at https://github.com/musescore/MuseScore/pull/3811 where I describe the changes that have been added so far.

Is it editable? It might be a good idea for me to make some changes or additions. Don't know how to do that, though.
