Staff distance: can't be changed with shift + drag

OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.0.1.4922, revision: 598057d

In MS2 you could shift-click on a staff (except the top one in a system) and drag it up or down. This no longer works in 3.0-dev. Is this a bug or by design?
