Is there a style for the right margin of courtesy time signatures?
At least by default, Musescore 2.3.2 and 3.0 terminate the staff lines immediately at the end of the courtesy time signature.
I couldn't find one, but is there a style I can set to continue the staff lines to the right, a al Gould, page 152?

I tried to select and adjust with Inspector...
It seems anomalous to me that that they are interdependent (if I move the lower one the upper one changes)

Did you mean that it is anomalous that they are not interdependent? If I change one the other's don't change.

Shoichi's English was perfect in my opinion. They're interdependent. Move one left, the other moves to the right in his demo.

Oooh, now I see what Shoichi meant by "changes". Not "changes in the same way as the upper one", but rather, the barline margins of all staffs adjust to stay aligned with each other". The lower courtesy time signatures all stay in the same location, but the barline moves. I actually think this makes sense, because if that didn't happen, the barlines would have to get out of alignment or the time signature would overrun the barlines (with negative x offset).
The way it works, if I select the courtesy time signature on all staffs, I can get the Gould design using something like -2.5sp for the x offset, so I'm happy. It would be nice to be able to set this as a style, but courtesy time signatures are not common enough to warrant much priority, probably.
