In English the meanings are identical. I looked around MuseScore and only found the top and bottom margin.

Look again, both pairs are there indeed:

One each is the label, the other a tooltip, a pretty useless one IMHO, doesn't add any value and confuses translators

I don't see the tool tip anywhere in MuseScore. The only place I know this information exists is in the inspector when you select a vertical frame. Perhaps someone that knows how to program could fix the string so others don't get confused. It should be consistent in the English any way. I would use Top and Bottom.

Hover over the labels in Edit style > Page
Having the texts identical is even more useless. The ones without the : are meant to explain what those with : are about. I'd rather remove those tooltips

I would agree. Someone must have been playing around and decided not to use the tool tips. Those are the only two on that page I saw.
