Damper off and damper on MIDI CC64 sent at same time event

Select all the notes in measure 1.
Add a damper line from the Lines palette
Select all the notes in measure 2.
Add a damper line from the Lines palette

Where the two bars meet, the 'damper off' and 'damper on' MIDI CC64 events are both sent at exactly the same MIDI time: 2.1.00.

Not all MIDI devices (e.g. Kawai digital pianos) treat this as cancelling the damper pedal so all the notes sustain throughout both bars.

Is it Musescore or the devices that aren't MIDI standard compliant? Could Musescore move the damper off event so it occurs one click earlier, and doesn't on events happening in an entirely different measure?

I'm pretty sure that any MIDI sequencer I've used, if you write a quarter note it gives that quarter a duration of one less tick than the default setting, e.g. at 120ppqn the duration would be set to 119 to avoid any overlap scenarios.
