TAB for ukulele - hi G (string 4) tuning

Hi, newbie here

is it possible to assign the ukulele TAB for a uke with string G (string 4) tuned hi?
The standard uke TAB for musicscore shows all notes on the G string (string 4) as zero.

I have managed to lower the tuning of string 4 by an octave for the TAB line but still this doesn't fix my issue for a hi tuned string G

If I understand well the use case: the default (when entering the note in standard staff) is to display 0/not fourth but first (it's by convention) open string indeed.
If you want to display the same note on the fourth string/fret 2, you have to enter the fret number, so via the TAB staff.
But afterwards (if the notes are entered in standard staff), you can select them: right-click -> select -> more -> same pitch/same string/same staff if needed-> Ok, and use Ctrl+Down arrow to change the location.

Well, I'm not so sure I understand your question anymore.
Let's try it though: in the score creation wizard, when searching for "ukulele", you have the choice between "ukulele" (it's the default instrument, with standard "re-entrant" tuning, and the fourth string G, just one tone below the first empty string, A).
The Ukelele (tablature) is with standard tuning too.
And the Ukulele (Low-G) which, as its name suggests, has a fourth string one octave lower, and therefore the whole - and this fourth string especially - will sound like a guitar with a Capo 5. The choice is yours.

my version of musescore is 3.0.1

I do not get the Low G option.
this screen shot shows the options I have selected.

then when I try and enter the music I get the following. Notes below low C are in red on the stave and they appear as zero on the TAB line

Indeed, because you are using the default instrument/standard tuning. With it, the lower pitch is C4 (open third string). When entering lower B or A, you are outside the usable pitch range of the instrument, hence these red squares/red notes.
So, you need here to choose Ukulele (Low G). You find it by typing "uku" in the search box in the wizard (below the instruments list), or by clicking on "All instruments" tab, not "Common" default tab, above this list, as shown on your image.
