Repro steps
- Create a new score in 4/4
- Add 2/4 time signature to second measure
- Drop a end-repeat barline to the first measure
- Drop a start-repeat barline to the second measure
Expected: A combined end-start-repeat barline followed by 2/4 time signature
Actual: A end-repeat barline followed by 2/4 time signature followed by the start-repeat barline

Actually, this is what it's supposed to be.
If it is caused by a bug, please don't change it.

Note: If there were 2/4 changes before the end-repeat barline, It would be confusing, because the measures were in 4/4.
If there were 2/4 changes after the start-repeat barline, we would have encountered an unnecessary meter-sign when it returned. Because we're still in 2/4.
