Time Signature duplication when reducing stave space

When writing a score for SATB if at the end of a system on a page there is a change in Time Signature, then that new time signature is then displayed at both the end of the system on one page and at the beginning of the same system on the next page. When the score is completed and you re-format the page ie. reduce the Stave Space from say 1.764mm to 1.564mm it does it OK but the Time Signature is duplicated - see attached .jpg. If you try to delete the LH one nothing happens - if you delete the RH one it deletes both, and score following is messed up.
