I wanted to change the text on a second ending volta to "Repeat 3 times" instead of "2."
Per the manual, I an supposed to:

Right-click on a volta bracket

Choose Line Properties
As soon as I right-click on the volta bracket, "Line Properties" does not appear as a selection. NOTE. In my previous version (2.3.2 I believe), this process worked.
Maybe the process has changed, but the latest manual still has the process listed which does not work in my 3.0 version.

Indeed, the process has changed, the Handbook is still being updated. The old "line properties" and other modal dialogs are not subsumed into the Inspector. This is documented, though, in https://musescore.org/en/handbook/3/voltas
Your sceeenshot shows the version 2 handbook, which at its top tells you that it is outdated and where the version 3 handbook is...
