How to remove a line break without the line break icon?

I want to put these four measures on the same line instead of it being split two and two like in the picture. Every guide and forum post I've looked at says to select the break icon, but for some reason, it doesn't show up here despite the measures being pretty spaced apart. Is there any way to put those four measures on the same line if the line break icon is not present? It honestly looks like they'd all fit, and one of my instructor's issues with my score had to do with those measures being spaced too far apart.
