The file is not playing back at the tempo specified by the Tempo mark, 190 bpm. The Play Panel shows 120 bpm, and the file will only play back at 120 bpm. I have deleted the Tempo Mark and re-entered, trying various tempos, all to no avail. Changing the tempo in the Inspector does nothing, either. This file was originally created in MuseScore 2 and then ported over to MuseScore 3. The MuseScore 2 version plays back at 190 bpm without any issues.

I can confirm. But that file was not really originally created in MuseScore 2, it got imported from musicxml (in MuseScore 2 already). Not sure this is relevant.
Removing and regenerating all linked parts fixes it
I can confirm on this particular score, not sure what makes it special.

Correct. Created in Finale and imported into MuseScore 2 via musicxml. But worked fine in MuseScore 2. This same file, when opened and saved in MuseScore 3, played back fine until today.
