1) Create a new score, e.g. Treble clef template.
2) Drop a bass clef from the palette to the first rest.
Alternatively, select the first rest and double-click the bass clef in the palette.
Result: two bass clefs appear in the first measure:
Tested on current master, revision 1d5ae8a.
Workaround is dropping that clef to a measure: then this extra clef does not appear.

That isn't the workaround but the fix, as this is behavoir by design

oh, hold on, I started with a bass clef template.
If I start with treble clef I get
Just as expected

Same in 2.3.2
So yes, this is by design.
