Background of frames are not applied from Format -> Style -> Text Styles , nor with the Inspector.
For all text styles.
Works for me, be sure to use set the transparency / "alpha" channel appropriately (details depend on your OS). That is, by default, probably you are getting a completely transparent background, as you would normally want, and hence you aren't seeing any color you apply. It's the same in 2.3.2 and earlier.
Assuming that is what is going on, we can close this issue as "by design".

The alpha channel is at 0 by default.
I have tested with another value and it work !

It would be good to add this in the handbook, I will try, even with my poor english.

Notes: (1) Opacity is set by the parameter "Alpha channel" in the "Select Color" dialog: a value between 0, transparent, and 255, opaque

Thank you for your answer, indeed it is an alpha channel problem that was 0
So the problem is solved.
