Better be glad it starts at all without you needing to disable the (web view part of the) start center via the -w command line option. Which BTW would be the workaround here.
I suspect some incompatibility with your graphics drivers, can you make sure it is up to date?

Thanks for the suggestion. I updated the driver for the graphics card, downloaded it from the maker's website, but that did not change the problem. I first tried searching for a new driver using Windows, but it said it was already the latest driver. The card is ATI Radeon x1200.
Maybe it is just an old computer, seems like other users are not having this issue, and it is something people would notice right off when they started up MuseScore.
You are not the first to report this. Can you see if you have the same problem with the 32 bit version? The link is below the 64 bit version on the download page.
Please give 3.1Beta2 a try, it addad a graphics DLL that might solve this.
You'd get it via https://musescore.org/en/3.1beta

Regarding trying 32-bit, I already was using 32 bit-- Windows 7 on my machine is the 32 bit version
Tried 3.1 Beta version and still a problem...
Came up again in https://musescore.org/en/node/290224
