Moving notes across grand staff keeps whole rest in same voice
If you move notes across staves, you end up with a measure with both a whole rest and some notes in the same voice, which shouldn't be possible.

Moving notes cross staff does not affect the existence of notes or rests on the other staff. It is common to have a mixture of notes in both staves and cross staff notes between them in piano music.
If you want one set of notes as is far more common in harp and celesta music, then make the unneeded rest invisible by selecting it and pressing V.
