Set up several measures of quarter notes. Try to drag "Fine" to some point in the score. Fine is forced to the last beat of the measure, even when this is not intended. I am just a beginner with this software, maybe there is a way... but I can't find it. From the attached file, you will see that there is a similar problem with DC and repeat bars... even when there is an appropriate pickup measure at the beginning that would complete the measure.

All theses repeats always work on a measure basis, never mid-measure. This is by design in MuseScore and with standard music notation.
If fos some reason you want it different, split the.measure first, then apply those repeats and jumps.
You can them hide the barline.
