Can't get volta to play back as written

Attached the coda of an arrangement of the Carpenters hit 'Close To You' I'm working on at the moment for my sax quartet.

I've read the handbook and most of the posts on volta properties and I think I've done everything advised, but using repeat list and last bar repeat count I cannot get the volta in this coda to repeat 3 times, then go to the 4th time volta on playback.

What am I not doing?

Measure 6 has a play count of 2, needs to be 4. Change via right-click > Measure properties
Repeat list of volta 4 is set to 2, that probably won't work either
